Annual Maintenance Contract For Tw Decantation Job At Muzaffarpur Depot. 1. Coordination With Railways. 2. To Follow All The Safety Guidelines And The Persons / Staff Should Be Trained In Safety Handling Practices Of Petroleum Products. 3. Supply Of Manpower ( Category Skilled, Semi Skilled & Unskilled ) To Decant The Wagons In Railway Siding. 4. Wagon Decantation Will Be Start As Per Bpcl Official At Any Time. 5. The Term Of The Contract Would Be Twelve Months From 01.05.2017 To 30.04.2018.It May Extend Further One Year As Instructed By Bpcl. 6. Decantation Of Rakes : A. To Wear The Personal Protective Equipments ( I.E. Safety Shoes, Safety Harness And Helmets ) B. Wagon Seal Checking & Subsequent Dome Cover Opening Of All Rakes. C. Correctly Connecting The Hoses As Per Product In The Wagon And Pipeline For Decantation. D. Sump-Cover Opening, Hose Connection With Unloading Point E. Bottom Valve Opening And Air Release With Wagon Leak Rectification If Necessary. F. Sampling Of Product As Per Company Standards. G. Gauging Of The Products. H. Operating Of Pumps / Dg Sets For Decantation Of Tank Wagon. I. Making The Line Through For Decantation As Per Guidelines. J. Decantation Of The Product With In Stipulated Time I.E. 8 Hrs. K. Operating Hours As Per Railways . L. Disconnect & Rearranging All Facilities To Original Position After Operation. M. Cleaning Of Operational Area After Tw Decantation. N. Closing Of All Pipeline Valve And Tank Valve As Instructed By Bpcl Official. 7. All These Functions Need Manpower Under Supervision Of Bpcl Official, To Complete The Full Operation Smoothly Within Free Time Of Operation Allotted By Railways Considering Other Faculties Are In Tandem And Functional. 8. Total Number Of Labour As Given 11 Numbers A. Fitter ( Semi Skilled ) - 2 No; B. Supervisor ( Skilled ) - 1 No C. Gauger- Cum-Sampler ( Semi Skilled ) - 1 No D. Helper ( Unskilled ) - 6 No; E. Motor / Pump Operator Cum Electrician ( Semi Skilled ) -1 No 9. The Contractor Shall Ensure That The Workers Engaged Are Covered By A Comprehensive Insurance Policy. Under No Circumstances, The Company Shall Be Liable To Compensate Them For Any Loss Or Damage That May Be While Carrying Out The Work Under The Agreement. 10. The Contractor Has To Ensure Pf & Esi Registration Of The Labours / Workers Under Him. 11. The Contractor Shall Undertake To Indemnify To The Company Against Consequences Arising Out Of Their Or Their Representative’S Mistake Or Negligence Or Violation Or Non-Adherence To Municipal / State / Central Acts Relating To All His Works. 12. The Contractor Shall Observe And Comply With The Requirements Of Acts And All Other Industrial / Labour Legislation In Force, Governing The Relationship Between The Employer And Employees And Also Undertake To Hold The Company Indemnified Against All Claims, Payments, Losses That The Company May Have To Make Or Suffer On Account Thereof. 13. The Contractor Will Be Solely Liable For Compensation In Accordance With The Provisions Of The Indian Workman’S Compensation Act, 1923, For Personal Injury Cause To Any Workman By Accident Arising Out Of And In The Course Of His Employment By You In The Execution Of The Work Under This Contract. He Shall Indemnify The Company From And Against All Payments By Way Of Compensation Or Otherwise Which The Company May Be Called Upon To Make Under The Provision Of The Said Acts Or Any Other Acts Or Rules That May In Force To Any Such Workman As Aforesaid And Or Against All Actions, Claims And Demands Whatsoever In Respect Of Any Loss, Injury Or Damage Whatsoever To Any Third Person Arising Out Of Or Occasioned By The Negligent, Imperfect Or Improper Performance Of This Contract By You, Your Workman, Servants Or Agents. 14. The Contractor Shall Keep The Company Indemnified Against All Payments, Costs, Charges And Expenses Which The Company May Hereafter Incur Or Sustain In Connection With Any Proceeding Under Any Law Or Enactment Which Any Workman Employed By You May Take Against The Company And Also Against Any Sums Of Money Paid To Such Workman Which The Company Is Obliged To Pay Under Law Or The Said Enactment. 15. The Contractor Shall Ensure That Their Workers Are Properly Dressed. If The Performance Of The Worker Is Not Found Satisfactory, Contractor Has To Immediately Provide Replacement For The Worker ( S ) . 16. The Company Reserves The Right To Terminate The Contract At Any Time Before Expiry Of The Contract By Giving One Month’S Advance Notice In Writing Without Assigning Any Reason Whatsoever. 17. The Rates Should Be Inclusive Of Wages Paid To Workers As Per Minimum Wages Act And The Service Charge Of The Contractor. Service Tax Would Be Paid As Applicable Prevailing Rates. 18. No Other Charges Would Be Paid To Contractor. 19. Payment Of Minimum Wages As Per Government Norms Or Labour Law. 20. Schedule Attached, Is To Be Considered As A Part Of The Tender. 21. Vendor Has To Quote Rate Of Service Charge Percentage Only. Important Notice: 1. Quotations Received After Due Date Will Not Be Entertained. 2. Your Quotation Must Specify Exact Amount Or Percentage Discount, Excise, Service Tax, Service Charges, Etc. As Applicable. 3. In Case You Are Unable To Quote, Kindly Send The Quotation With Regret For Our Records. Non-Receipt Of Regret Will Adversely Affect Your Vendor Rating. 4. No Quotation Will Be Accepted Without Your Rubber Stamp And Signature On Each Page. 5. The Contractor Shall Ensure That The Workers Engaged Are Covered By A Comprehensive Insurance Policy. Under No Circumstances, The Company Shall Be Liable To Compensate Them For Any Loss Or Damage That May Be While Carrying Out The Work Under The Agreement. 6. For All Future Correspondence Please Mention The Vendor Code, Collective Rfq Number & Rfq Number. 7. Only Vendors With Valid Esi & Pf Registrations Need To Quote For The Tender Activity. 8. All The Payments To Contract Labours Have To Be Made Through Neft Mode Only And No Manual Payment Would Be Allowed. Monthly Payment To Vendors Would Be Paid Only After Submission Of Bills Along With Bank Statement Showing Vendor Payments. Calculation Of Wages As Per Current Minimum Wage Plus Additional Component ( Paid By Corporation ) Is Attached Herewith. Pf & Esi Has To Be Paid Over Minimum Wage And Additional Component. The Labour Wages Has To Be Paid Accordingly By The Vendor. 9. Corporation Reserves The Right To Discontinue The Additional Component Of Wage At Anytime In Future. In Such Case, Wages Has To Be Paid As Per Prevailing Minimum Wage As Per Factories Act. 10. Whenever There Is Any Change In Minimum Wage By Government, Monthly Salary Has To Be Paid To Labour By Vendor As Per Revised Rates. The Corporation Would Reimburse The Monthly Bills As Per New Rates. 11. The Work Schedule And Labour Distribution Will Be As Per Bpcl Officials. 12. Dress And Ppes Will Be Given By Vender, Dress Code For Each Labour Is Mandatory For The Entry Of Depot Premises, 13. Submission Of Labour Pf / Esi Statement And Esi Card Photocopy Is Mandatory. 14. Tender Will Be Discontinue After One Month If Vender Will Not Submit Pf / Esi Statement Every Month And Esi Card Photocopy ( One Time ) And Further He Will Not Consider In Fresh Tendering Process. 15. The Contractor Has To Supply Labour 20 Days Only In A Month And The Date And Time Will Be Instructed By Bpcl Official Only, Depending Upon The Placement Time Of Tank Wagon. 16. If The Number Of Tank Wagon Placed / Decanted Less Than 20 Days In A Month, It Is Mandatory To Supply The All 11 Labour To Depot Premises 20 Days. 17. During Tank Wagon Decantation All The 11 Labour Have To Present Inside Depot Premises. 18. If The Number Of Tank Wagon Placed / Decanted Less Than 20 Days In A Month The Rest Of The Day The All Labour Will Be Involved In Many Different Operational Job As Billow A ) Hose Testing ( Fire Hoses And Twd Hoses ) B ) Strainer Cleaning C ) Valve Changing And Gasket Replacement D ) All Valve Greasing E ) Tlfg Loading Arm Maintenance F ) Maintenance Of Tank Wagon Siding Area.
